The Circular specifically guides the responsibilities to coordinate activities between the Ministry of Defense and the Ministry of Communications and Transport in exercising the State management over the Coast Guard force’s activities. The Ministry of Communications and Transport shall authorize the Coast Guard force to take measures to stop and administratively sanction acts of violation of legislation on maritime activities as well as search and rescue within the internal waters, which are detected by the Coast Guard force itself through patrol, inspection or control.
