JOINT CIRCULAR No.17/1998/TTLB/BQP-BGTVT of January 23, 1998 guiding the implementation of Decree No.39-CP of the Government on ensuring the railway traffic order and safety by army units.

This Circular provides guidance on provisions to ensure railway traffic order and safety that are applicable to army units located in areas where railways run through; to operators of water-way and land-road military transport means operating within the safety limit of railway traffic projects and running through railway bridges and crossing rail-roads; and army units that have their troops, goods, military equipment and facilities transported by railways.- (Summary)
