CIRCULAR No.40/1998/TT-TCCB of January 24, 1998 guiding the organization of archives in State agencies of all levels.

The ministries, ministerial-level agencies and agencies attached to the Government shall set up archival sections under their offices.

The provinces and cities directly under the Central Government shall set up archival centers under their provincial/municipal People's Committees' offices.

Each district, urban district, provincial capital or town shall appoint one or two persons of intermediate level or higher in archives to do the archival work on a full-time basis, attached to the offices of the local People's Committees.

The People's Committees of communes, wards and townships shall assign their officials to do the archival work on a part-time basis.

The functions, tasks and powers of the above-said archival organizations and personnel are specified in this Circular.- (Summary)
