In order to gain initiative in preventing and combating bird flu and quickly restoring and developing the poultry production and farming, not to let the epidemic recur, the Prime Minister issued this Directive to instruct the Ministry of Agriculture and Rural Development, the People's Committees of the provinces and centrally-run cities to continue directing the bird flu prevention and combat activities, inspect the use of support funds therefor, including the destruction of infected and dead poultry. For areas hit by the epidemic and areas vulnerable to it, such bird flu control measures as thorough fumigation and sterilization of farming cages, stables and destruction places should be applied.

The localities should direct, create favorable conditions and provide loans for local husbandry establishments, poultry-farming organizations and individuals to quickly propagate breeds, import disease-free breeds, expand the breeding and supply quality breeds at reasonable prices. The quarantine of transported, slaughtered and traded poultry and poultry products must comply with law provisions on veterinary medicine.

The Culture and Information Ministry and the mass media agencies shall coordinate with the Ministry of Agriculture and Rural Development in directing the prompt and truthful information on epidemic situation, not causing psychological confusion among the population.- (Summary)
