This Circular takes effect 15 days after its publication in “CONG BAO” and annuls Circular No. 52/1999/TTLB-BTCCBCP-BTC-BVHTT of November 22, 1999, of the Government Commission for Organization and Personnel (now the Ministry of Home Affairs), the Ministry of Finance and the Ministry of Culture and Information.- (Summary)
